Phase 1 — execution order

1. Auth + org

  • [ ] Implement ADR-006: org-scoped auth

  • [ ] Enforce org_id on all tenant data access

2. Core models + FSM + events

  • [ ] price_snapshot (+ mode) frozen at confirm — not live catalogue lookup

  • [ ] First real Howden clean fully closed in system (incl. payment/receipt path)
